i noticed when i was harvesting my moon plants that i did not receive any extra moon dust when the plants were in my leveled up gardens or on a plot that gives you extra from the gardening event. i got an extra plant, but not extra dust. Is that the way it is supposed to work? i think it is very important to let players know that. If it is not the way it is supposed to work, then there is a glitch in the system.

It is true that you only ever get the specified moon dust for the moon plant.
Leveling up the gardens does not increase the moon dust, only the plant is increased.
The accumulated plants are converted into moon dust at the end of the event.
