In every forum I have ever work in, there has been a private forum for "Staff" where they may freely discuss problems, both perceived and actual, before taking action. The only ones who would even know it existed would be the Game Staff; Moderators, Admins, etc. This is a perfect place for new Moderators to learn the "culture" of the forum so they don't make too many mistake when they are just starting out. Right now, I don't imagine you have or even need many Moderators but, once the game grows to thousands of users, you will probably want/need to bring more onboard.
Just something to think of for the future.
Also, it might be nice to have a "Clans Only" area. It should probably be Publically readable but only Clan members would be able to post there. It would be one more impetus to join a Clan.
