The villager quests usually request for plants that you have the least amount of stock.
You can try keeping a few plants at a lower stock level than your other plants so the villagers requests for these more often.

Never, ever plant the dragon flowers!!! They do not multiply and take a tremendous amount of time to grow. They take away your garden space which is much better used to grow plants.

In Aqua garden I plant plants that need more time to grow and freshly unlocked plants. Sometimes, if I have free spot I brew in front.
